I ordered a tiger skull mask from https://ww.chaseer.com/ and received an email confirmation that the order was received and I would get another email when it shipped out. I paid for Express shipping too. This was on Sept 30, now its Oct 10th, I haven't heard back from them and the shop is now unavailable. I dont know if maybe I got scammed and if I can do anything about it because I paid through PayPal's guest checkout.

Yes, seller sent a "Toy Plane with motorised wheels" instead of the Phantom RC FIGHTER 3.0 that I bought. Paypal has declined refund because I received SOMETHING. Trouble trying to submit photos to them so as they can reassess the decision. Still unresolved.

Paypal is the SCAM. Wrong item sent, in wrong size and Paypal wanted me to ship back to China with tracking number which costed more than the item I pruchased.

In the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country.
Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.
Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
