Denied dispute

I ordered an item that I did not receive nor any confirmation or info on my order once placed. I opened a dispute and pay pal denied it saying the seller provided a tracking number. In checking on the tracking number it said my item was delivered on July 2 which it was not. Also please note that ups doesn’t even deliver on Saturdays and the tracking number said my package was 9.8 pounds. Again wrong!!! My order was a 12x24 ft pool that is supposed to weigh 325 pounds. Clearly this is fraud and pay pal ignores it. And now I can’t even get “file an appeal” option to show up when I click on the closed case like it should. How do I reach someone because I am furious and have already reached out to UPS who also confirms no order was delivered on July 2nd to me. So apparently pay pal just takes a sellers word and fake tracking number and that’s that? ABSOLUTELY UNACCEPTABLE. Are they ok with scamming and defrauding people too?? It would appear so!! But not sure what to do now, can’t even get appeal option to show up so what next?

I have the exact same problem, except that I dealt with a FRAUDULENT SERVICE, and also cannot file an appeal because there is no "appeal'  button and Paypal's "Customer Service" is practically non-existent. There is NO ONE to help me! I will NEVER use Paypal to pay for anything again, because they don't back you up!

Paypal disputes for non receipt of item are mostly automated, so seller provides tracking that shows delivery = seller wins.

So then its your turn to do some work to assist Paypal get you a refund from your chosen scam seller.


APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
