It very well could be that you're a victim of a disturbing trend. Fraudulent sellers are gaining access to tracking numbers of packages that have already been delivered to someone in your area, so that when that tracking number is entered into (*in this case UPS's) search boxes it shows that it's been delivered... but it only shows that it's been delivered to a city - and not a complete address nor to the individual to which it was going.
You need to contact UPS, to get documentation that the tracking number in question was not a transaction you took part in. *You might even find that it was delivered before you ever ordered anything.
I'm so sorry to hear that you've fallen into this, like so many of the rest of us have.
Given the current situation with COVID 19 this process has been made more difficult so it might take a lot of effort on your part to make it through the appeal process (*which you need to start as soon as you can get UPS documentation).
There are some great and helpful people in these community forums, and many similar threads running, so hopefully you can find enough information and assistance to make your way through this successfully.

In my opinion "who do you contact that might help you" is your bank/credit card company - given that I don't have much faith in PayPal to help any of us anymore.

APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment or that includes a statement mentioning your address and saying the item was delivered to a different address.
When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.
You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
Advice is voluntary.
