Denied claim

My claim was denied because seller said it was delivered however the item delivered was not what I ordered. I ask for a refund and they only wanted to give me 4.00 back on and told me to keep it. How can PayPal take their word. This is second time this has happened to me both times item was coming from China only to find out after you complete the transaction.

Why did you open a dispute for non receipt of item if the item turned up but was misdescribed?

Why did you not open a dispute for item received but not as described?
