Denied claim when fraud is obvious.

We have an obvious case of fraud on a purchase from a seller. I even have proof from a police investigation. PayPal says case denied because FedEx says it was delivered. Seller sent some article ordered through a third party and had it sent to a similar address. Local police retrieved package and I process was obviously fraudulent. The $519 article was purchased with debit card. PayPal refuses to review claim with supplied pictures. When I called and ask to speak with a supervisor I was put on hold. I have up after 28 minutes the first time and 32 minutes the second time. It seems obvious that PayPal is a bit deceptive as well. Any suggestions?
