Denied Claim

I recently opened a case about a package but being received. The sender sent tracking. The package finally came; however, it wasn't what I ordered. I escalated to a claim notating why I was escalating. Paypal denied stating that tracking showed delivery. Now noone is available to take my call. I can't message them on the claim because they closed it. What can I do? The seller sent the wrong thing.
