File dispute. Keep all documentation to prove tracking and delivery data is bogus. Be prepared to deal with customer service reps that don't seem to want to help, ask to deal with another in that case, be persistent. Don't expect just because you have overwhelming evidence on your side, that PP will see it your way. Good luck.
