Delivered to wrong address and I cannot obtain goods

I had previously disputed this transaction as they had taken over a month to process when they said they would despatch next day I cleared the dispute.
The seller then sent the goods to the wrong address and I cannot access them but I cannot see a way to claim against him now for this. It is over $400 and the seller is not responding. Can anyone advise how i can claim as the dispute centre just loops in the incorrect transaction amount or subscription claim and doesn't accept my claim

You should never close a dispute/claim until you receive your item or a refund.
You are only allowed x1 dispute per transaction.
If you hadn't closed it and got a refund and then the item turned up you could easily have paid again.
You would have to contact cusotmer services and see if they will open another one for you but they may say no unfortunately.
If you funded your paypal payment via a credit card then you could see if they will chargeback for you?
