i made my account many years ago, but i lost access to it until just today, i'd rather to recreate a new account with the correct information, as it was not true at the time, when i press "close account" it says please contact support to resolve outstanding issues with your account.
You would need to provide verification documents to prove the account was in your correct legal name before you can close it.
If you try and open another account then it may well be limited as you are only allowed 2 paypal accounts if 1 is personal and the other is business and neither have issues or limitations.
Suggest you do as advised and contact customer services.
