Delayed order now unusable

Chinese seller Halloween masks. Masks are just shipping in mid November and I began asking for a refund the day before Halloween. Do I have any choice other than to accept a product We no longer have a use for? PayPal isn’t helping with my open case issue and has allowed the shipper to send the item.

Paypal only covers you for non receipt of item OR item received but not as described.

Sadly if its coming from China it always takes ages, maybe keep it for next year?
