Defective part received - excess shipping charges to return

I ordered a telescoping stool from a Company in China.  It came broken.  The Company said to send back.  My husband took to Post Office and cheapest charge would be $44.00  I would only get $51.00 refund on stool.  The stool was broken, why should I have to pay shipping charge to send back?  I don't think PayPal stands behind their buyers!
