Defective Product

I received a defective product from Hong Kong.  Now the seller wants me to send it back at the tune of $399.48 to get a refund of $169.00.  Why should I have to pay to send back a DEFECTIVE PRODUCT? PayPal has been help in resolving this issue.  Any suggestions?
