Dealing with the wrong tracking number

I recently purchased a TV from a seller who apparently gave me a wrong tracking number. I have numerously attempted to contact them but never got a response. The payment was made through paypal but there is no transaction record. However I received a receipt email with details about the delivery of my purchase. The USPS told me the tracking number belonged to someone else's purchase. It wasn't a TV that was delivered. So now I'm puzzled as to why I have the wrong tracking number. How am I supposed to get a refund?? It's been 2 months almost since this began. Someone please help me.
