Damaged product, extra costs refund possible?

Wondering what my options are here. Bought a guitar electronics pedal, was dead on arrival. Contacted seller, he said ship it back, extra cost to me $40. He agreed to send out a new working one when he received the bad one. Instead he claimed the bad one was damaged in shipping, repaired it and sent it back. He didn’t include the RMA so customs then charged me $70 as if I had bought yet another one instead of it being a repair. Total extra cost to me $140 plus I now have a pedal that has been stressed and is not “new”. 
Are there any options for me to get back some of the costs? He paid $20 when he shipped me (breaking our deal) back the repaired pedal, but I’m out $110  bucks. Does PayPal have a policy on this kind of thing?
