DID A TRANSACTION BY MISTAKE

I bymistakely did a transaction to a email.. now I am trying to contact the seller and telling him to reject it but he isn't responding to my messages.. currently I have been debited from my bank account.. is there a way I can get my money back.. I have currently created a report but I want to escalate the issue to paypal but for past 3 days I am not able to escalate as it says payapl is facing some technical difficulty.. please help me
