what happens when a buyer refuses to pay import costs levied on an item? and refuses to collect ?

Then it may go back to the seller if not collected over a period of time.
As for a dispute sometimes the seller wins as it shows buyer refused to collect and sometimes buyer wins as item not received, depends a lot on circumstances / tracking / countries etc.

I just had the same problem. Shipping to Mexico cost me 100 USD and 400 USD for return shipping. Ebay ruled in my favor but Paypal gave full refund back to buyer. What a disappointment!! It is the buyer's responsibility to clear customs duties!
