Customer whants money back befor sending the Item

Customer wants her money back befor sending the Itom becos she sayes that the bag has some spots on it and it sould be new. Who has now react first. To i have to send the money or see the bag?

If you sent the item in good faith, the customer should return the item first. PayPal will cover up to $30 in shipping costs, which should leave both the customer and you protected.
