Customer claims he did not receive item - tracking info says he did.

This is an eBay transaction that eBay settled in my favor when the customer filed a case saying item not received. I ship through eBay so had all proper tracking information through FedEx showing delivery of item to customer. He claims he never received it, that FedEx delivered it to the wrong house and they couldn't retrieve it.
Without any notice from PayPal or EBay, I discovered the customer had been issued a full refund a week ago. Where is my seller protection from PayPal? All tracking information is included in the transaction? I have called eBay and they say they are sending an email to a third party. I have sent a message to PayPal explaining what happened and asking why the refund was made. I am waiting for a response.
Is there anything else I can do? I am very frustrated.
