Customer Service Chat?

Hello,

This service is terrible at the moment. I have confirmed that I do not have an outstanding or negative balance, yet I keep getting this message:

You can't use PayPal anymore

At PayPal, we value a safe community for our customers to do business. We noticed activity in your account that’s inconsistent with our User Agreement and we no longer offer you PayPal services.

Any bank or credit card information linked to your PayPal account cannot be removed nor can it be used to create a new account. You can still log in and see your account information but you can’t send or receive money. Any money in your balance will be held for 180 days, after which we’ll send you an email with instructions about transferring your money.

Reference ID: PP-009-260-867-459

How do I resolve this and with who? Customer Service representative who confirmed balance status said they cannot help over the phone. I see not chat options either.

Please help!

Thats got nothing to do with a negative balance, paypal no longer want you as a customer and have banned you from using paypal.

If you have been told your Paypal account has been permanently limited then Paypal holds any funds for 180 days as that is the same time frame that buyers have to open paypal disputes.

If no disputes are opened against you in 180 days then 'normally' you are allowed to withdraw the funds as long as you are over 18, the account is in your legal name and registered in the country where you reside.

Sometimes they confiscate funds under this policy.

Paypal also may request further documentation from you before you can withdraw those funds.

Your best bet is to wait until the phones are back up and running and then phone customer services so that you can speak to an agent.
Then they can help advise on how you can withdraw the funds if and when you are allowed to do so.

Advice is voluntary.
Kudos / Solution appreciated.
