Courier lost the package

Courier marked the package as delivered,but i was abroad at same time when it was "delivered".I opened dispute and it was closed with no result because
courier "delivered" the package.I called to courier customer service and after 4 weeks investigation they said that package was lost, they "marked" it as lost and said i need to ask PayPal for refund.Now i can't do it ,because dispute was closed.What can i do in this situation?
