That seems to be so true! Paypal may be using the covid situation to not have a functional customer support. I have been trying to reset an account password for more than 3 weeks now. Such a shame! There seems to be no contact number to call or any email address which they reply to! They keep sending me email addresses to waste my time contacting them! THEY NEVER REPLY!
You need to contact customer services to resolve any limitation OR account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.

Clicking on help / contact in the bottom left leads to a dead end as paypal have ''limited their customer support due to covid 19''. There seems to be no way to contact a paypal employee by live chat and it is irrelevant to contact anyone by email as they just do not answer.
Also, contacting them via facebook leads you to chat full of automatic replies! Contacting paypal seems to be impossible at the moment.
