How do I get in touch with PayPal by phone call, email or chat while being permanently limited. Looks like there’s no help at all for permanently limited users and I got an email that I am eligible to withdraw funds but PayPal isn’t allowing me to add new debit or bank account for that I must get in touch with PayPal so they can lift the restriction being placed in my account to add new bank or debit card. For that I have to get in touch with them but I keep failing cause there’s no help for permanently limited users like me. Why are they harassing permanently limited users. HOW DO I RESOLVE THIS CRAP WITH THEM? This is insane man.
