I sent PayPal my SSC, state ID, and billing address (which is what the page asked for) and it says that’s not enough to confirm my identify, then the “you can’t use PayPal” anymore pop up

You need to contact customer services to resolve any limitation or account issues.
Click help / contact bottom left of Paypal pages for options available for your country.
