Confirm receipt - confused

A friend of mine who is a frequent user of PayPal, sent money to a vendor on my behalf, for a service to be rendered. The vendor is telling my friend that the funds sent have not yet been released. He says my friend has to first "Confirm Receipt" in order for them to receive the funds. Is this correct? I'm afraid to have my friend do this, because I haven't yet received the service. Just for clarity, when my friend initially sent the money, he received a transaction receipt that said, "Complete". Doesn't that mean the recipient received the money? Please help!
