I recently paid for some concert tickets, but didn't receive them I thought PayPal would help but their resolution process is ridiculous

You have to go through the motions to get money back. Did seller provide proof of delivery?

If you haven't already, locate the transaction in your PayPal account activity, click it, then click "Report a problem" and file:

I didn't receive an item i purchased  

The product or service was not delivered to you. 

If PayPal dispute is not happening and you paid with credit card, contact card issuer to dispute instead.
