I’m extremely disappointed in products I bought using PayPal two have never arrived and one costs too much to send back to China. I’m out close to $100 dollars. If I had bought these products using my credit card I could dispute the charges and my credit card would have refunded the charges. I’m not going to use PayPal again.

If you didn’t receive a item and there is no tracking information in the Transaction Details, you can open a Dispute for Item Not Received through PayPal or eBay if that’s where you purchased it. Regarding the item that is Not As Described, you can’t expect a refund without the seller receiving the item back. This is something to consider prior to purchasing from foreign countries. If this is an eBay item, you can open a Return Request for Item Not As Described and if they seller accepts the return, they pay the return shipping. If they do not take action, after a few days, you have the option to elevate it to a Dispute where eBay will evaluate the available information and make a decision as to the validity of your claims. If it’s found in your favor, it’s the same as the seller accepting the return request. If it’s in the sellers favor, the case is simply closed and you will not receive a refund or be able to return the item. This isn’t really a payment processor issue, but directly related to the return policies, which are agreed to prior to purchase, of the marketplace or website you purchased the items from.

In the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country.

Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.

Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction .....

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
