Closing a dispute before receiving refund

Hi
I have a dispute opened through the resolution centre for two items of clothing that I ordered on 24 June 19 that I have not received yet.
The seller keeps saying they are processing the order but it is just taking too long and I have asked for a refund on these two items.
They are telling me to close the case then they will issue the refund but if I do that and they do not refund me I cannot then re-open the case and will have lost my money. I have said as soon as they issue the refund I will close the case. I will message them to say I accept the partial refund but I do not want to close the case until they have refunded me. They seem to be telling me they cannot refund me unless I close the case? Can anyone help please?
