PayPal has closed my account because of a breached user agreement. As far as I can tell the (inconsistencies) are that every time I tried to log in my old email address kept popping up. So I phoned customer services to get it changed. It got changed, then my old email popped up again several weeks later and I couldn't log in. I phoned got it changed again! 4 times in so many months. Then I changed my phone number to my new one twice. Then every couple of logins it asks if I would like to login by fingerprint. I confirm, it scans my print. Then the next time I login it treats me like I'm there for the first time and asks for an email and password. Then tonight I can't pay on ebay because I have to fix a limitation and I get here and they've closed it. I've been using PayPal since 2006 without a problem. It all started last year from about June.
