Closed Dispute

I have had a dispute with a seller that has been going on for a couple of months.  I returned the goods to China and sent PayPal the tracking number but I have not heard anything from the seller.  Now PayPal has closed the case apparently because they have had no communication from me!!!  I last contacted them three weeks ago to inform them I had not heard from the seller.  How can I “speak” to someone at PayPal without being  directed to “open a dispute” in the Resolution Centre again?  I just seem to be going around in circles.
