Closed Dispute By PayPal

Has anyone else had a dispute that was closed by PayPal with no proof or explanation. During these times PayPal does not have the resources to take care of their customers by speaking with a live person. I now have to rely on email or written dispute, which is fine but I don't believe PayPal has the payroll to have people look into issues. Since money is involved I do not feel confident on heir ability to stay in business with these practices. Has anyone found a way to contact PayPal to discuss disputes that have not been fairly looked in to and to be reopened to be properly investigated and receive a real response.?
