My account has restrictions. It wants all sorts of information. I’m refuse to give that out. I don’t have a bank account, only a debit card from disability. I want to close my account but it says I can’t. What can I do?
You need to contact customer services to resolve any limitation OR account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
