I made a paypal claim, its been over 12 days since it was posted, the seller hasn't responded so I should be reimbursed, yet it hasn't been responded to by paypal at all

What time/date deadline did paypal give the seller on your claim?
Was it an international sale?
What claim did you open?

I did indeed escalate this to a claim, it was item not recieved and here is the date the seller was meant to reply by:

Your link doesn't work.
Also digital items don't have as much buyer protection so the 'standard' time factors don't always apply if its not a physical sale.

The seller has been asked to respond by 30 Jun 2018. Once we receive the information, we'll continue our review of this case.
Hopefully they respond to it by tomorrow or I'll have to give them a call
