Claim marked as false, but is legitimately true, and the merchant even detected fraud

Hello. I have a huge problem. I woke up to my paypal account having a $73 EUR charge on my card, and im not even from europe. So I contact the merchant and paypal. The merchant says they have detected fraud but I should contact the police instead. Paypal says there is no fraud, and is not protecting me with the purchase protection, even though I never made this purchase. They wont even look deeper than the surface for answers. Im **bleep**, but what should I do? I tried calling them but wasted 2 literal hours on hold, just to be hung up on. they wont even look into it more, and just provide me with either lip service or an automated response. Wasted all my minutes on my phone too. What should I do to get this resolved?
