I want to appeal a claim which was denied

I made a claim for a purchase I made which was partly delivered. It consisted of 6 items, 4 were delivered, the5 one was exchanged and accepted by me, the 6th never came

one of the 5 items was a problematic fit and I asked to return and they only wanted to return 50% and I have to pay shipping fees

I paid 98.53 dollars and need the 37.06 to be refunded but PayPal denied my claim because the seller gave tracking information for the items already delivered. I chatted on the Facebook page but they send me back to the PayPal page to connect with someone. I am in the Dominican Republic and the international number is not attending anyone. I am trying to find where to send an email so they can review my case .. please help
