So my dispute and claim got denied, I provided all the info that how seller was so lack of communications. I asked for helped because I never received the item. They never replied, only sent the automatic tracking email once, and it’s in Chinese - even the tracking website which I can’t read Chinese. I opened the case and explained everything to PayPal, the seller still replied with that tracking link. It shows nothing at all... how is this even possible?! Never show any proof that I have got the item and denied my claim, now I ended up with losing the money and not receiving anything?! I thought PayPal is here to protect us as the customer.... very disappointing...

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.

I had nearly the same thing happen. I ordered a product and after several weeks received a completely different item of no value. The seller (from China) replied with emails offering a 20 percent refund. The website stated 100 percent moneyback guarantee. Obviously I had to escalated my dispute to a claim. The Chinese company sent a tracking link to PayPal showing I did receive something and PayPal closed my claim in their favor. What a scam. I could have just as easily received a bag of poop. PayPal does not care about their buyers.
