Claim denied in favour of a scam company

I bought some clothes from a company advertising on Facebook- paid on pal pay because I assumed that gave me security from scammers - When the clothing arrived it had no resemblance to the advertising- laughably so - material different - sizing ridiculous - looking on Facebook this company operates from China and has so many bad reviews- I do not understand how pal pay can support this type of scam? I opened a dispute and upon instructions from pay pal I return the clothing to China at my cost - I duly uploaded my tracking number and sent a photo of the postage certificate. Pay pal confirmed receipt and e mailed they had sent the details to the seller - then yesterday randomly pay pal emailed saying the dispute had been resolved in favour of the seller because I had not uploaded tracking number ? I have tracked the parcel and it is in China - no one answers in customer support - not sure what to do next - this is very disappointing service from pay pal and obviously we are not as secure using this payment method as we think

Paypal phones are mostly non operational since covid but sometimes you get lucky. (use the guest option if you can't log in).
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message.
Or
have you considered contacting Customer Service via Facebook or Twitter?
