Claim denied even though package was not received.

Has anyone had trouble with PayPal repeatedly denying request for resolution when, as the buyer, you did not receive a package? I have provided documentation from both UPS and US Customs indicating that the seller did not include a phytosanitary certificate, and as such the package (containing an expensive, rare plant) was destroyed. Any advice appreciated.
