Claim denied after PP used wrong card

My preferred card in PayPal was not used and as a result I got a surcharge from my bank! I opened up a claim which was denied by PP. is this the way they do business? They use any card on the account then?

A payment was due to my eBay account linked to my PayPal account. PP enacted that paymet against a card that was not my preferred card without my approval, when my ‘preferred’ payment method was clearly set in my PP account. I see this as their error so requested that they refund my card and correctly charge to my ‘preferred’ Card. They claim they cannot reverse the transaction and have offered a PP voucher of the amount charged in error. It is only £1.36 but it’s the principle I object to. ‘Preferred’ should mean something!
