Claim denied, Pay Pal communications are impossible!

We ordered an item. A tracking number was provided. The tracking said it was delivered but we did not receive the item. The seller said the wrong tracking number was provided and they would provide correct information. No correct information was provided and the item was never received. We filed a claim. The seller provided the same tracking to PayPal that they sent to us that they then said was wrong. Since that tracking said the item was delivered, PayPal denied the claim. 

Been trying to reopen claim for two hours and having no luck with any PayPal contact options. PayPal claim PP-D-88843135.

JINZHOU was the seller. I believe they may be a scam. PayPal customer interface very unfriendly aka worthless!

Same company and same problem... Refund denied yet I sent a copy of email from the company saying it was wrong tracking details and a copy of email from royal mail saying the tracking details were not in my name or to my address. Yet paypal supports the seller getting money by deception

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.

Thank you. Did as advised and managed to speak to a human and confirmed the details with the requested email .. and paypal did arrange the refund.. They have restored my faith in a company that do finally get things sorted..
