Claim Dispute Complaint

I paid a seller for Move out Cleaning Service of $400. The seller agreed to the time of 6pm to 12am and the AMT. She came by for only 10 mins and did not clean a thing and left. Later she said she wanted more money and was not cleaning. After I paid her. I file a dispute cuz it's protected and the customer Serv helped file it. She admitted on the response she didn't clean and wanted more money. It was suppose to be resolved on 2/2/20 but on that date NOTHING so I call and they switch it all around now supposed to be resolved on the 13th!!! Even tho she responded again saying she will refund money but doesn't have it and admits she did not clean! If my money is protected then why the hell is it taking so long???? I am now out $800 cuz this and PayPal is taking forever and changing resolution dates and I need my $400 back!!!!!!!!
