Claim Denied for unknown reason

I ordered an item that displayed a full photo of the item and claiming it was discounted. I received only a piece of the item described, an item worth less than half of the discounted price. My claim for an "item not as described" was denied. There is no "appeal" link provided for this item in the resolution center. I don't understand why PayPal is allowing this obvious scam to continue (I've had this happen before and again there was no appeal) - a large ad for a nice item and the seller ships a minimal piece of it to obtain a shipping receipt that claims the item was delivered. How do you appeal such a scam ?
