China rip off

Ordered an external surveillance camera.

Received a micro data card.

Paypal changed claim to not as described when it was a completely different item that was not mentioned in any confirmation correspondence from Paypal & or sender

Why should I have to pay to send wrong item back to China in order to get my refund.I mean who would pay $28 for a cheap data card.

I ordered the counter top crushed ice machine and they have never sent me anything and I can’t get ahold of anyone and no one will return my calls and emails, they show it as item does not match the description but will not refund my money and it’s been going on since August.
