China merchant uses PayPal to scam consumers

PayPal has allowed a seller to scam consumers. The item advertised was an electric surf board. What they ship is a child's inflatable toy. In order to get a refund of $89; the toy has to be returned. UPS and FedEx charge $130 to ship/track the delivery to back China. The seller gets to keep my money! Doesn't PayPayl shut a seller down when this happens?

Is this Yuhan Industries Co Ltd?
They have ripped off loads of people, saying they are from the US and then send out a piece of crap.
PAYPAL are doing nothing about this company! Buyer protection is worthless!

Yes, the exact thing happened to me and nothing has been done about shutting this company down. Please do not purchase any goods from a website called Sherrin as this is directly linked to this Yuhan Industrial Co. I too was scammed with the surf board scam. Payapl have not helped me get my money back.
