China delivery errors

I have ordered several items from suppliers, unknowingly from china. The products, if received are nothing like that which was ordered.

Bait and Switch Scams.  PayPal knows this but allows the practice anyways by forcing **bleep** customers to incur more costs by returning a bogus item.

I returned items back to China as directed and phone numbers and email address are not valid. FedEx called and said they need a valid contact for seller to clear customs. I have attempted to reach out to PayPal without success. Only getting automated responses that are useless. I requested to speak with an agent several times but no response. No help getting intouch With PayPal???
