Charitable Money held hostage

We are a registered charity and have dealt with paypal for over 10 years, no problems until now!  They have asked for a registration document, which we submitted, it has all the info asked for on it, charity name, physical address...  We has submitted it twice, talked to the 'front office', no one from the back office will talk to us to explain things more fully.  They put a limit on our account, people can still donate but we can't get the money.  This has been several weeks now.  We are seeking legal advise, it's not right for them to hold money that's not theirs and probably earn interest on it.  A financial institution should earn trust, paypal has a mysterious 'back office' that is impersonal and, as we are finding out, not very intelligent.  Any ideas?
