Charged for incomplete order

I was making a purchase and filled in all the information, all I had to do was complete. I decided to cancel the order temporarily, soon after I attempted to complete the order when my PayPal tells me to check my account balance for before purchasing (basically informing me I don’t have enough money). The order was never completed yet I was charged for it (without paying shipping too), but I was not given any indication of this, no confirmation or message from any source. My money was taken from my account without me knowing, and for something I didn’t agree upon purchasing and did not at all. How do I get my money back?
