Buyer claims he didn't receive item I've sent him. First he opened dispute on EBay (they closed it in my favour as tracking says delivered) then he opened dispute on PayPal. No one asked me for any proof of postage (which I have). Status says "under review" and "The buyer has filed a case with their financial institution for a payment you received on 2 Dec 2018. We opened a case on 15 Dec 2018 so that we can collect more information and resolve this with the buyer's financial institution". Should I be worried?

If you entered shipment tracking number for the transaction that shows delivered, and you shipped it to the shipping address on the payment, you should be eligible for seller protection and thus protected from chargebacks.
