Chargeback for being scammed.

Hello!
I bought a software for which I had to pay for each month.
They send me a wrong software and when i contacted them, they just banned me from everywhere and now i cant do anything about that.
I don't get answers from them.

Ban Reason: Unknown
Ban will be lifted: Unknown

They did not even tell me why am I banned....
I can check my subscription which is says i have 28 days left.

When i try to get a chargback in paypal, i get that message:

Unable to complete your request

We're unable to file a case for this transaction.
You can contact Customer Service for further queries.

What can i do and how can i get a chargeback for that?

Did you pay for the item using the friends / family option?

If so then that is why you can't open a dispute.
