Is it possible to appeal a decision on a dispute?
I sent an item to a buyer back in April. The buyer was unhappy about the shipping costs, threatened me on EBay with negative feedback. Then the buyer left scathing feedback which Ebay removed. In June the buyer filed a dispute with their credit card company. PayPal took $ 100 out of my account. The buyer now claims that the item was not as described. The buyer never said the item was not as described in all the Ebay messages.
I responded to the dispute on PayPal and took great effort to respond with all the email messages.
Now PayPal has decided in favor of the buyer. Is it possible to appeal a decision?

If they did a chargeback directly via their card issuer then paypal has no say in it.
The card issuer makes all decisions on behalf of their customer and all paypal can do is pass on any information from you on your behalf.
Advice is voluntary.
