Changed Vendor, money on hold want to close account

Hi everyone, 

Our company has decided to go with another payment provider, however we a fair bit of cash still on hold. These have been on hold since the end of October and we have filled in and uploaded on the relevant documents that Paypal have asked for. I was wondering, if we close our account, do we get these held funds? Or what happens to them?

Normally you can't close an account with a positive or negative balance and i would not advise doing so or you may have 0 access to those funds ever.
